After receiving a presidential pardon in the federal case years ago, top former Trump strategist Steve Bannon is expected to be indicted on Thursday on state fraud charges related to his role in a fundraising plan to build a border wall, according to two persons familiar with the issue.
Sources say the Manhattan district attorney’s office has quietly informed Bannon of the indictment’s impending release, and that the state charges against him are expected to mimic the federal case from which he was pardoned.
Federal prosecutors in Manhattan charged Bannon and three others with lying to donors in a private “We Build the Wall” fundraising operation to subsidize some of the cost of building the wall along the US-Mexico border.

A key figure in Trump’s 2016 campaign and later a White House adviser has been accused of pocketing more than $1 million in donations meant to fund the construction of a border wall.
Together with disabled veteran Brian Kolfage, Andrew Badolato, and Timothy Shea, Bannon successfully crowdfunded almost $25 million online, promising backers that every penny would be put toward building the wall.
In August 2020, Bannon entered a not guilty plea to federal charges, but two others, Kolfage and Badolato, pled guilty to taking money from the plan and cheating others.
The federal charges against Bannon were dropped in the last days of the Trump administration thanks to a last-minute pardon. However, state charges are not affected by a presidential pardon.
Who Is Stephen Bannon?
Born on November 27, 1953, Stephen Kevin Bannon is a media executive, political strategist, and former investment banker in the United States. During the first seven months of President Trump’s term, he was the White House’s top strategist.
He formerly served on the board of the defunct data-analytics business Cambridge Analytica and as executive chairman of Breitbart News.
In the late 1970s and early 1980s, Bannon served as an officer in the U.S. Navy. He spent two years with Goldman Sachs as an investment banker after leaving the military.
The research project Biosphere 2, which he oversaw as acting director beginning in 1993. He moved to Hollywood and eventually became an EP, where he oversaw the production of 18 movies between 1991 and 2016.

Early Life
On November 27, 1953, in Norfolk, Virginia, Stephen Kevin Bannon was born to Doris (née Herr), a housewife, and Martin J. (Jr.) Bannon, an AT&T telephone lineman, and middle manager.
He came from a working-class, Democratic, and union-supporting household. He comes from two European cultures, the Irish and the German. His mom’s side of the family has deep roots in the Baltimore area.
After receiving his diploma from Benedictine College Preparatory, a Catholic military high school in Richmond, Virginia, Bannon went on to attend Virginia Tech, where he was elected SGA president. When school was out for the summer, he found seasonal employment at a nearby scrap yard.
Politics Career
Bannon was made Donald Trump’s presidential campaign’s CEO in August of 2016. Once the latter was elected, he took on the role of chief strategist and senior advisor.
Bannon, together with Stephen Miller, was instrumental in drafting the bigoted executive order that banned citizens of numerous Muslim-majority nations from entering the United States. In the end, he was fired in April of 2017, and he left the White House for good in August.
Soon after leaving the White House, Bannon traveled around Europe giving speeches at far-right political events in an effort to create a worldwide network of fascist parties.
In August of the next year, 2020, federal prosecutors in New York State charged Bannon and three other men with scamming contributors in a massive crowdfunding effort that falsely purported to be gathering money for constructing a wall along the US-Mexico border.
Trump granted Bannon a pardon before the scheduled start of his trial, despite the fact that Bannon had pleaded not guilty.
