The Russian defense ministry explained that their patrol ship, the Vasily Bykov, resorted to firing upon the cargo ship named Sukru Okan, which was flagged by Palau, when the captain of the cargo ship failed to comply with a request for inspection. The cargo ship, reportedly en route to the Ukrainian port of Izmail, was located near the Bulgarian coastline according to shipping data, and it was heading towards the Romanian port of Sulina.
Russian military actions involved utilizing a Ka-29 helicopter to board the vessel and carry out an inspection. Subsequently, the cargo ship was permitted to resume its journey to the port of Izmail. President Zelenskiy did not address the matter in his recent speech.
Ukrainian officials condemned the action as a “clear violation of international law of the sea, an act of piracy and a crime against civilian vessels of a third country in the waters of other states.”
