However, the impaired driver believed to have caused the fatal collision has been named as 47-year-old Lucila Lozano Garcia. The Phoenix Police Department received a distress call around 2:20 a.m., directing them to the vicinity of 51st Avenue and Thomas Road. Responding officers discovered the victim, who had sustained life-threatening injuries. Despite the valiant efforts of medical personnel from the Phoenix Fire Department to save him, the victim was pronounced dead at the scene.
