A California Democrat Senator Steven Bradford’s Senate Bill (S.B.) 1331

California law needs unspent money from the General Fund to go to the Special Fund for Economic Uncertainties. A California Democrat senator Steven Bradford’s S.B. 1331 would require the California controller, its chief fiscal officer, to put 6% of the state fund transferred to the Special Fund for Economic Uncertainties into the reparations fund the bill would create.

The bill of the California Democrat would require the controller to transfer from the Special Fund for Economic Uncertainties to the Fund for Reparations and Restorative Justice an amount equal to 6% of transfers from the General Fund to the Special Fund for Economic Uncertainties.

The bill of the California Democrat would make a reparations fund that would give money to support policies that indemnify African-American or free black people living in the United States before the end of the 19th century.

California Democrat defended his proposal to allocate money to it from the reserve funds of the State

SB 1331 does not take funding from any existing program but would be funded from general fund budget reserves, said the California Democrat Senator.

The introduction of the bill by the California Democrat comes after he served on the state’s Reparations Task Force, which last summer released a 1,100-page report with endorsements that included decriminalizing public urination and defunding school police.
