Why Do Russia and Belarus Want to Return to International Sport After ANOC?

• Russia and Belarus will be allowed to attend ANOC’s General Assembly, the Executive Council stated Tuesday.
• IOC President Thomas Bach said at the General Assembly it is “not the time” to amend the organization’s proposal that international federations exclude Russian and Belarusian athletes and officials.
• After Russia’s invasion of Ukraine, the IOC advised sports governing organizations to ban Russian and Belarusian athletes from competition.
• Danish protested the Russian and Belarusian attendance on the first day of the NOCs meeting, while Latvia boycotted the session.
• Due to the presence of the ROC and NOCBR delegations, the British Olympic Association declined to enter the Assembly hall.
• Others, notably Sri Lanka, said Russian and Belarusian athletes shouldn’t be punished for the Ukraine war.
• Belarus’ attendance at the 26th ANOC General Assembly in Seoul is a good sign, Kseniya Sankovich, acting NOC secretary general, stated.
• The IOC recommendations do not cover General Assemblies and Congresses or elected Russian and Belarusian delegates, and sporting organizations have different approaches to their presence.
• Russia and Belarus flags were not on the ANOC General Assembly desks until the first day of deliberations.
