Baker stated that the U.S. has been actively disclosing these clandestine negotiations to the media, and has called on the Democratic People’s Republic of Korea (DPRK) to halt discussions with Russia, particularly in support of the alleged unlawful war in Ukraine.

Sanctions have also been imposed on individuals and entities linked to the Russian arms deal between the two nations. The U.S. Treasury Department had previously blacklisted three entities involved in such Russian arms deal in August. Accompanied by U.S. Under Secretary of State for Arms Control and International Security Bonnie Jenkins, Baker engaged in discussions in Seoul regarding American extended deterrence against North Korea’s nuclear threat.
Jenkins emphasized condemnation of the escalating defense and political cooperation between the DPRK and Russia, and explored strategies to counter Russian facilitation of North Korea’s nuclear and ballistic missile programs, along with its alleged involvement in the Ukrainian conflict.
The meeting marked the fourth convening of the Extended Deterrence Strategy and Consultation Group since its re-establishment in September 2022
Concurrently, North Korean leader Kim Jong Un toured a Russian aircraft factory, observing demonstrations of Su-35 and Su-57 fighter jets. Russian Trade Minister Denis Manturov expressed potential for collaboration in aircraft manufacturing and other industries, deeming it crucial for both nations’ technological sovereignty.
Concerns persist in the White House over a burgeoning Russian arms deal between Pyongyang and Moscow. Intelligence reports suggest Kim’s intention to supply artillery to Russia amid its ongoing conflict in Ukraine. Kim, on the other hand, is purportedly seeking advanced technology for North Korea’s space and missile programs. The leader’s interest in rocket technology was acknowledged by Russian President Vladimir Putin during their summit at the Vostochny Cosmodrome. Plans include North Korea’s continued efforts to place a space launch vehicle in orbit. Kim’s itinerary also encompasses an inspection of Russia’s Pacific Fleet in the port city of Vladivostok.
